Have you forgotten HTFU!
We all have made some skilling mistakes, we all would like to redistribute some skill points from things we thought were awesome and then realize they sucked. But in reality we don't want that (if it involves people except from themselves to use that feature)the vast majority is going to rage about this feature (and use a remap anyways but rage)
This isn't just a fix to a ship that results in people getting all upset and then adopting the changes after a while. This is a bit more serious then just that.
Besides, you spend so much time and love getting logic in to the game. When you die you don't just respawn magically at some voodoo totem, no your brain is insured buy an insurance company and is transfered in to a new clone. So whats the deal now, some medical institute invented a way of erasing stuff from certain skill books and inserting other skill books instantaneously, and as only form of payment they accept is this card ting they cant do anything with? aka Arcade !

Ways this feature might get used, lets assume ccp is greedy and doesn't even limit the use of this feature. so player goes learnings all the way, learns useful stuff and then goes specialist in something as soon as he can. Then specializes in something else as he wishes. No significant advantage ? aha ! for me that guy is much much better of then some normal player ho only pays his 15euro subscription and has to skill stuff he might not especially want once he has the skills he wants but might need for the way to there.
If it gets limited say once every 6-12 month, quite a few people will likely train something they think is cool but then doesn't work for them leaving them with barely enough other skills to have a happy eve life.

Bad for the player experiance:
Many will use such a feature to specializ in certain things and not have those skills you sometimes train cos they only take two days for the once a year you actually use them.
Most players skill towards something, its exiting if you can board that ship or use that module or that amo you had to weight so long to use it. This will be the insta jump. boring -.-
I can't see you CCP considering such a addition to the game positive for the game experience, regardless if it helps fund further projects. If you need quick casch cos Bjorgolfur has sand in his va gina or whatever, make us a special deal or .............................. come to think of it, that man has quite some iching sand, raising a nameable fund might force you to go that dirty dark path but if you have fo go that way, and I'm fairly shure you will regardless of what we the comunity go that way at least
1. don' go any farther down that path then to that point.
2. strictly limit the use of that remap
3. DON'T claim these Pseudo Micro Transactions are Cool Stuff Everyone Likes cos going with the time and not being a dinosaur,
Say its for the Money and that you Need that Money, And
4. Make Clear Limitations To MicroTansaktion Stuff You Will NOT Do, Like Ships and special clothing and -.-

WIS aka Buy meaningless stuff for money in addition to your monthly subscription ... buy clothing, shoes, limited time jewelry, possibly re-tarded pets, special stuff for your bar, decoration for your captains quarters .... it all makes sense now
